Both promoted tweets and promoted trending toppics have been rolled out. This week the account @earlybirds was launched, which should generate ‘some’ revenue.

I guess they’ll never be able to charge for their service, it has become to much of a commodity. My guess: they’ll make money indirectly by charging for their API.
